I agree about what you said about Lightning over the course of XIII. I think we see a softer side of her in XIII-2 also, by the way she cries when she finds Etro's temple in Valhalla. She holds out her hand and sees the entire timeline and she gets emotional. It might just be because she can see Serah, but I think she developed in XIII-2 as well, to put her life in harm's way to protect humanity like that.

Yeah, it’s harder to see Lightning’s development in XIII-2 because she’s more of a background player, but her DLC chapter definitely shows that she’s grown. And it all comes back to her wanting to be there for Serah at the end, when her DLC reveals the exactly sequence of events that led to her crystalizing herself.
